The background behind Indy-Pendent Solutions, its services, and flowState Software.

I have spent 20+ years in defense acquisition — writing requirements as an acquisition officer, flying the missions those requirements supported, building and testing systems as an engineer, running programs, and leading captures. Having worked each of those jobs, I have a direct view of how requirements, execution, and source selection actually fit together.

The Journey

My career started in Air Force acquisition. I later deployed as a counter-IED specialist, then cross-trained into combat rescue helicopters (HH-60G Pave Hawks), flying rescue missions in Afghanistan and Africa. After the Air Force, I worked as a systems engineer at a large defense prime, then returned to government service as an operational test manager at AATC in Tucson. Each role covered a different part of the lifecycle: requirements, build, and test.

I returned to industry as a program manager running a $60M portfolio, then joined a small defense contractor. There I moved from capture manager to business development director to running a business unit. The unit grew from $2M to $10.6M, and the company grew from $20M to $62M, over that period. I also led capture for what became the company's largest contract win in its 20-year history.

Why Services and Software

Small government contractors need systematic capture discipline, but dedicated capture managers and enterprise tools like Deltek are out of reach for most of them. flowState Software exists to close that gap with purpose-built tools at a price point small shops can actually use.

Services exist for the same reason: small shops often need capture, cost/pricing, or program startup help on a defined scope, without signing up for a long engagement.

The work I do draws on time spent as a government buyer, end user, systems engineer, test evaluator, program manager, and capture lead. That range is the reason the services and software reflect how source selection, cost estimation, and proposal work are done in practice rather than in theory.
