Indy-Pendent Solutions is a one-person firm run by Josh Parker, who has spent 20+ years in defense acquisition — writing requirements as an acquisition officer, flying the missions those requirements supported, building and testing systems as an engineer, running programs, and leading captures. Having worked each of those jobs is the reason the services and software reflect how source selection, cost estimating, and proposal work actually run rather than how a process guide describes them.
Background
The career started in Air Force acquisition, followed by a deployment as a counter-IED specialist and a cross-train into combat rescue helicopters — HH-60G Pave Hawks, flying rescue missions in Afghanistan and Africa. After the Air Force came systems engineering at a large defense prime, then a return to government service as an operational test manager at AATC in Tucson. Requirements, build, and test: a different part of the lifecycle each time.
Back to industry as a program manager over a $60M portfolio, then to a small defense contractor — capture manager, business development director, and finally running a business unit. The unit grew from $2M to $10.6M and the company from $20M to $62M over that period. That stretch also included leading capture on an $87M award, the largest contract win in the company's 20-year history.
Why the services and the software both exist
Small government contractors need the same capture discipline as large ones, but a dedicated capture manager and an enterprise suite like Deltek are out of reach at that size. flowState Software covers the same ground at a price a small shop can pay.
